Wipe doesn't respect top layer speed constraint

When wiping after retract on the top layer, the wipe operation will apparently take place at travel speed rather than the top layer speed. This can cause ugly artifacts, especially with longer wipe distances (like 15mm.) To get a nice surface finish, I set the top layer speed to 20mm/sec, which has about the same effect as ironing. But then it jumps to another island, wiping the last 15mm of filament path, at travel speed, and this leaves a gouge in the surface finish.
